Pleasant Hill Tree Removal Permit, California:

    Protected trees:

    • Any native oak tree measuring 9 inches or larger in diameter measured at 54 inches above the ground.
    • Any indigenous tree measuring 9 inches or larger in diameter measured at 54 inches above the ground. Indigenous trees include, but are not limited to:
      • Bigleaf Maple
      • California Bay or Laurel
      • California Black Walnut
      • California Buckeye
      • California Sycamore
      • Elderberry
      • Madrone
      • Red Alder
    • A non-native tree (with the exception of Eucalyptus) measuring 18 inches in diameter measured at 54 inches above the ground.
    • Any tree shown to be preserved on an approved tentative map, development or site plan or required to be retained as a condition of
      approval or environmental mitigation measure.
    • Any tree required to be planted as a replacement for an unlawfully removed tree.
    • Any tree designated as a “heritage tree.”

    Exempt trees:

    • Dead trees are exempt; an application and a photo must be emailed to the planning department for their records. Obtain “exempt” approval from the City of Pleasant Hill before removing the dead tree. No fee required.
    • If the tree poses an imminent safety threat to persons or property, document it prior to removal. Notify the City of Pleasant Hill. No fee required.

    Permit Application and Submittal Requirements:

      • Site Plan: Provide a plan showing the location of the tree to be removed and the quantity and species of trees to be planted in exchange for the removal of a protected tree. 
      • Arborist Report: An official report by a certified arborist required to assess the tree’s health or to justify its removal (e.g., if it is hazardous).
      • Site Photos: Pictures of the trees and site. Include any visible damage.
      • Tree Replacement Plan:  Provide a tree replacement plan detailing the quantity, species, and size of trees to replace the protected tree.
    • Permit Applications: Tree removal permit applications can be mailed, in-person, or accepted online here.
