Protected Trees

Any of the following listed native trees with a 12” DBH  single trunk, or 12’ DBH sum of all stems on multiple trunk  tree, measured at 54”  above the ground:

    • Blue Oak
    • Valley Oak
    • Coast Live Oak
    • California Bay
    • California Buckeye
    • California Sycamore
  • Other trees with at least 24” DBH (single trunk) or a multi-stemmed tree where the sum of all stems are 24” DBH, measured at 54” above the ground.
  • A tree 6” DBH single or multi-stemmed that is located within the structural setback of creeks or streams (Creek and Riparian Habitat Protection 122-802).
  • Any tree or group of trees which has a relationship to an event of historical significance or is of public interest and which has been designated by action of the Planning Commission as a heritage tree.
  • Street Trees, Median Trees, and Public Space Trees are Public Property and are protected regardless of size or species. A Permit is required to remove a protected tree. 

The following trees do not require a permit and can be removed no matter the size (unless such tree has been specifically designated a “Heritage Tree” by action of the Planning Commission): Eucalyptus, Acacia, Monterey Pine, Palm, and Privet.

How to apply for a tree removal permit:

  • Submittal Requirements:
    • Site Plan: Provide a plan showing the location of the tree to be removed and the quantity and species of trees to be planted in exchange for the removal of a protected tree. 
    • Arborist Report: An official report by a certified arborist may be required to assess the tree’s health or to justify its removal (e.g., if it is hazardous).
    • Photos: Pictures of the trees to be removed.
    • Letter of Intent from Home Owner:  Provide a statement on the specific reasons for the proposed tree removal.
  • Permit Applications: Tree removal permit applications are only accepted online here.

  • Permit Fees:
    • The Tree Removal Permit fee for one (1) to three (3) protected tree removals is $750. Four (4) or more protected tree removals (not associated with other development applications) will be charged Actual Hours.
    • A Deposit for Tree Removal Applications is $750 and is based on the hourly rates used. Additional time will be charged at the rate accrued.
    • If a tree has already failed or is in immediate danger of falling, a reduced permit fee of $250 may apply. To qualify, the tree must first be identified as hazardous by a Certified Arborist and then approved by the City Arborist.
    • Tree Removal Permit Fees must be paid either in person or by mail at the following address:
